Demand for immediate withdrawal of unauthenticated Special Communication No. 25/2026-27 dated 27.09.2026 and complete exemption of staff accountability for the entire day’s transactions—Reg.

Ref: KAGBEU-OA/JAC/31/2026-27 Date: 27.09.2026 To, The Chairman Karnataka Grameena Bank, Head Office, Ballari. Respected Sir, SUB: Demand for immediate withdrawal of unauthenticated Special Communication No. 25/2026-27 dated 27.09.2026 and complete exemption of staff accountability for the entire day’s transactions—Reg. Ref: 1. Our Bank’s Memo No. 197/2026-27 dated 23.09.2026. 2. Special Communication No. 25/2026-27 dated 27.09.2026. In continuation of our oral representations with Chief Manager, HR-Wing, regarding branch operations on Sunday, September 27.09.2026 after issuance of above referred special communication, we demand the immediate withdrawal of Special Communication No. 25/2026-27 due to severe administrative lapses, unviability of execution, and the unwarranted fear created among field staff. In terms of Head Office Memo No. 197/2026-27 dated 23.09.2026, which was duly digitally signed by the competent authority, staff opened branches at 10:00 AM and carried out routine daily operations in standard software portals under standard operating procedures. However, Special Communication No. 25/2026-27 was uploaded on Vahini portal only at 01:10 PM on 27.09.2026—more than three hours after public transactions had commenced. Grounds for Demanding Immediate Withdrawal and Full-Day Protection: Absence of Minimum Time to Read & Implement: Uploading a complex directive mid-day without giving minimum operational time for staff to read, assimilate, and execute the guidelines makes it practically impossible for branches to ensure compliance in toto. Expecting staff to instantly adapt to restricted guidelines mid-way through business hours is completely unviable. Specific Issues with Cheque Operations: Clause (b) of the Special Communication No. 25/2026-27 dated 27.09.2026 permits cash withdrawals on self-cheques while directing that transactions involving persons other than the drawer be advised to approach on a working day under the Negotiable Instruments Act, 1881. Since branches were functioning normally from 10:00 AM under Memo 197/2026-27, routine third-party/bearer cheque payments and portal entries were already underway, and imposing such restrictions mid-stream created total operational chaos. Lack of Digital Signature: While standard guidelines and circulars of the Bank are mandatorily issued under the Digital Signature of the concerned authority (as seen in Memo No. 197/2026-27), Special Communication No. 25/2026-27 was uploaded without any Digital Signature. Issuing an unverified, unsigned communication mid-day compromises administrative sanctity and creates legal ambiguity. Our Demands: Immediately withdraw Special Communication No. 25/2026-27 dated 27.09.2026 to eliminate operational ambiguity and restore confidence. No branch staff or officer shall be held responsible or accountable for any work, transaction, or portal entry performed during the entire day on 27.09.2026 under Memo No. 197/2026-27. Since no prior guidelines were provided before the start of business hours, complete protection must cover the full working day. If any issue of accountability or procedural deviation arises regarding operations on 27.09.2026, accountability must be fixed strictly on the concerned officials responsible for the delayed and unauthenticated issuance of Special Communication No. 25/2026-27. We urge your kindselves to act immediately to withdraw the communication and address the concerns. Yours faithfully, General Secretary, General Secretary, KAGBEU KAGBOA Copy to: 1. The Secretary, DFS, Ministry of Finance, New Delhi. 2. The Chief General Manager, IDD, NABARD, Mumbai. 3. The General Manager, Canara Bank, A&SRB Wing, Head Office, Bengaluru.
